Declared no-service time periods for residential delivery appointments. Scheduled service interval must not overlap any caller-declared quiet-hours interval. No local-law or driving restriction inferred. Uses the paid-qualified existing VRP planner unchanged, then checks this business rule against the actual proposed route. A rule violation yields dispatch_ready=false, never an assertion that the extra constraint was optimized. Inputs are caller declared, not independently.
